The imprinting of Revenue Stamps on documents :
Measures to implement Mr. Horvill's recommendations
are still under consideration. A system of control over
stamping machines and dies was drawn up and submitted to
District Commissioners who rejected it on the ground that
the necessary senior officers were not available. An
alternative proposal to centralize the stamping of documents
in Jerusalem was considered, but in view of the disturbed
state of the country no decision has yet been taken.
Insurance Undert kings:
36. For reasons of economy the High Commissioner decided
to postpone the appointment of an Insurance Expert to
investigate the situation and to make recommendations
regarding legislation for the control of insurance
undertakings.
